Types of FSSAI Registration

FSSAI Registration is classified into three categories based on the annual turnover, production capacity, and operational scale of the food business.

FSSAI Basic Registration

FSSAI Basic Registration is applicable to Food Business Operators (FBOs) having an annual turnover of less than INR 12 lakh. It is generally suitable for small-scale food businesses, petty retailers, home-based food businesses, startups, and small food manufacturers.

The application for Basic Registration is submitted using Form A.

FSSAI State License

The FSSAI State License is applicable to Food Business Operators having an annual turnover between INR 12 lakh and INR 20 crore.

Medium-sized food businesses such as restaurants, manufacturers, distributors, storage units, and transporters generally require a State License. The application is submitted using Form B.

FSSAI Central License

The FSSAI Central License is mandatory for Food Business Operators whose annual turnover exceeds INR 20 crore.

Large-scale manufacturers, importers, exporters, major retailers, food chains, and large distributors are generally required to obtain a Central License. Applications are also submitted using Form B.

FSSAI Basic Registration Eligibility

The following categories of Food Business Operators are eligible to obtain FSSAI Basic Registration.

  • Annual Turnover below INR 12 Lakh: Petty retailers dealing in food products and individuals independently manufacturing and selling food articles.
  • Temporary Food Stalls: Individuals selling food through temporary stalls or distributing food during religious or social gatherings (excluding caterers).
  • Small-Scale or Cottage Industries: Food businesses operating at a minimal production scale, including small food, milk, and meat processing units.
  • Food Production Capacity: Up to 100 kg or litres per day (excluding milk and meat).
  • Milk Procurement: Up to 500 litres of milk per day.
  • Slaughtering Capacity: Up to 2 large animals, 10 small animals, or 50 poultry birds per day.
  • Transportation: Food transportation using a single vehicle.
  • Vending Machines: Up to 12 vending machines within one State or Union Territory.
  • All eligible businesses must comply with the Food Safety & Standards (Licensing and Registration of Food Business) Regulations, 2011.

Documents Required for FSSAI Registration

Food Business Operators (FBOs) are required to submit certain documents while applying for FSSAI Registration or License. The required documents may vary depending on the type of registration, but the following are generally applicable for Basic Registration, State License, and Central License.

  • Photo Identity Proof: Aadhaar Card, Passport, Voter ID, or any other valid government-issued identity proof of the Food Business Operator.
  • Business Constitution Certificate: Partnership Deed, Certificate of Incorporation, Shop & Establishment License, or any other applicable business registration certificate.

Consequences of Non-Compliance with FSSAI Regulations
